The wage income tax rate rises again on 1 January 2027

The exemption that applied to employees in the non-oil and gas private sector expired at the end of 2025 and was replaced with a phased rate. For monthly income up to 2,500 manat, the rate is 3 percent during 2026, 5 percent from 1 January 2027 and 7 percent from 2028. The next step is now less than three months away.
The change is arithmetically small and operationally awkward. Payroll systems need the new rate loaded and tested before the January run. Net pay for employees below the threshold falls unless gross salaries are adjusted, which makes it a communications question as well as a payroll one. Employment cost budgets for 2027 need rebuilding on the new rate rather than on the 2026 figure. Anyone modelling headcount growth for next year should use the correct number now.
